with blue eyes you can do a smokey pink eye, just take three different shades of pink, a light, medium, and dark shade. Take the lightest shade and apply it all over your eye and underneath., then take the medium one and apply in into the crease and make a ';v'; with it, then apply the darkest one on the lid., finish off with a brown eyeliner on top and in thb bottom waterline, and a brown or clear mascara. I would recommend you kind of dark colors, since you are a pale person! Do not go for neutral colors! Go for like purple, pink, blue, green etc..,
