to go with your eye color, bronzes, browns and purples (not tacky bright purple ones) bring out your color a lot
for mascara, I would reccomend Brown since your hair is lighter, black makes it look way to fake while Brown still brings your lashes and eyes out without looking fake.
tinted moisturizer depends on your skin, you have to match it where ever you buy your make-up, also make sure it matches your neck, you don't want a mask!
as far as lip gloss, a pink tint would look beautiful with your color hair and skin

if your skin is fair try to keep the colors light so you won't look clownish. Purple eye shadow is great for bringing out green eyes. You can even get purple tinted mascara that looks subtle. Covergirl makes those little sets of makeup that enhance your particular eye color. They come with shadow, lipstick, liner and such. I don't know about tinted moisturizer. A light bronzing powder will be better for light skin; it'll give you a subtle glow and a touch of color. Pale pink or rosy glosses and stains always go well with fair skin too.

1. u should wear neutral color eye shadow bc its not too drastic for ur light skin
2. i always wear black mascarra bc it draws attention to the eyes and it looks good
3. and for the lip glss u should go for light pink colors
pinks and natural tones are always good for fair skinned types.
